Certificate of educational quality accreditation or recognition document from the competent authority of the foreign educational institution; e. Summary report on the formation and development of the foreign educational institution; f. Draft regulations on the organization and operation of the representative office in Vietnam; g. Introduction letter of the head of the representative office and personal resume of the nominated person. 2. Registration of the representative office's operation: Submit 01 set of documents including: a. Application for registration of the representative office's operation according to Form No. 20 in the Appendix issued with Decree 86/2018/ND-CP; b. Decision on the appointment of the head of the representative office and personal resume of the appointed person; c. Staff working at the representative office and their personal resumes; d. Note 1: The name of the representative office in Vietnam is arranged as follows: "Representative Office", "Name of the foreign educational institution", "in Vietnam".
Note 2: Documents issued by foreign authorities must be consular legalized at the Ministry of Foreign Affairs of Vietnam or a Vietnamese diplomatic mission, consular office, or authorized agency performing consular functions abroad, except where international treaties to which Vietnam is a party provide otherwise.
2. Conditions for Implementation, Content, Duration, and Reporting Obligations
2.1. Conditions for Implementation
Foreign educational institutions must:
- Have a legal personality.
- Have been operating in education for at least 05 years in the home country; have been accredited for educational quality or recognized by the competent authority.
- Have clear charter, principles, and purposes of operation.
- Have regulations on the organization and operation of the representative office in Vietnam in compliance with Vietnamese law.
- Have a lawful office location ensuring security, order, and occupational safety.
2.2. Content and Duration of Operation
Content of Operation:
- Serve as a liaison, promote cooperation between the represented educational institution and Vietnamese educational institutions by promoting the construction of cooperative programs and projects in education;
- Organize exchange activities, consultations, information exchange, seminars, and exhibitions in education to introduce the foreign educational institution;
- Supervise and urge the implementation of educational cooperation agreements signed with Vietnamese educational institutions.
Note 3: Representative offices are not allowed to conduct direct educational activities for profit in Vietnam and are not permitted to establish subordinate branches.
Duration of Operation:
- Not exceeding 05 years from the date of licensing;
- May be extended, each extension not exceeding 05 years.
2.3. Reporting Obligations
Deadline: Before November 30 each year.
Content: Detailed written report to DOET where the representative office is located and MOET about the office's activities, and provide information, documents, and related issues upon request by Vietnamese competent authorities.
Method: Online and direct submission in writing.
