Vietnam will establish approximately 16-20 concentrated information technology (IT) zones and members of the software park chain. Accordingly, it will attract investment and develop strong IT zones in Ho Chi Minh City, Hanoi, Da Nang, Hai Phong, Can Tho, and some regions with strong IT industry development.
Deputy Prime Minister Tran Luu Quang recently signed Decision No. 36/QD-TTg on January 11, 2024, approving the information and communication infrastructure plan for the period 2021-2030, with a vision to 2050.
According to the plan, the development direction of the IT industry will be based on digital technologies such as artificial intelligence, big data, blockchain, cloud computing, and the Internet of Things (IoT). There will be a strong application of digital technologies in all areas of economic and social life to form a digital industry.
The digital technology industry will develop rapidly and sustainably, with a focus on shifting from assembly and processing to creating electronic products, telecommunications, and IT services Made in Vietnam, contributing to the creation of new development space for the country (digital government, digital economy, digital society) and participating deeply in high-value-added stages in the global digital industry value chain.
The formation of a system of concentrated IT zones will have a reasonable scale in terms of land area, and rational allocation in terms of specialized fields and geographical locations to ensure investment efficiency.
The planning of concentrated IT zones aims to form clusters of industry connections, specialized product groups, and effectively utilize the advantages of key localities, regions, and focal areas to ensure the sustainable development of the socio-economic, defense, security environment and ensure the efficient use of land resources, in line with the objectives.
Development requirements until 2025 will include the establishment and implementation of projects for 12-14 concentrated IT zones and members of the software park chain nationwide, creating clusters of concentrated IT zones in some regions to ensure connectivity in research, technology mastery with the production of digital products meeting the requirements for the development of digital government, digital economy, and digital society.
Alongside, the construction of several concentrated IT zones in provinces and cities with favorable conditions under the law will be prioritized, with space allocation based on regions.
Priority is given to implementing concentrated information technology zones with projects to establish research and development centers, manufacturing digital technology products Made in Vietnam to serve the national digital transformation.
By 2030, 16-20 concentrated IT zones and members of the software park chain will be formed. It will attract investment and strongly develop concentrated IT zones in Ho Chi Minh City, Hanoi, Da Nang, Hai Phong, Can Tho, and some regions with strong IT industry development.
Upgrading and expanding the connectivity of concentrated IT zones in some localities in the region into major concentrated IT zones, including research and development centers of large international technology corporations.
Regarding spatial allocation, 2-3 new concentrated IT zones will be built in Hanoi, Da Nang, Ho Chi Minh City, and adjacent areas by 2030, excluding concentrated IT zones formed through other active forms, to encourage the transformation of industrial zones and other areas into models of producing high-value-added digital products, promoting innovation and sustainable green development.
Priority development orientations for concentrated IT zones in Hanoi, Da Nang, and Ho Chi Minh City will focus on developing high-value-added IT services and products.
Additionally, constructing several concentrated IT zones in provinces and cities with favorable conditions according to legal regulations, and allocating space based on regions will be prioritized.
For the northern midland and mountainous region: Organizing space for the development of infrastructure for concentrated IT zones serving the production of IT hardware, electronics-telecommunications in localities such as Thai Nguyen, Lang Son, Bac Giang.
Red River Delta region: Localities in the dynamic northern region, including Hanoi, Bac Ninh, Quang Ninh, Hai Phong, are leading the country in improving the efficiency of using IT resources, focusing on developing some modern industrial IT manufacturing and service sectors such as high-tech electronics industry, software production, IoT products... participating in the global production chain.
North Central Coast and Central Coastal regions: Building Thanh Hoa, Nghe An, Da Nang, Thua Thien- Hue, Quy Nhon, Khanh Hoa into major centers of the region for the development of the IT industry and the hub of the region's connection with other economic regions nationwide.
Southeast region: Developing the Southeast region with Ho Chi Minh City as the nucleus for developing IT human resources and the research, transfer, and application center for the IT industry of the region and the country. The three provinces of Dong Nai, Binh Duong, and Ba Ria-Vung Tau will form a dynamic IT industry region, attracting investment in producing electrical and electronic products, IoT products,... serving the Fourth Industrial Revolution and digital transformation in Vietnam.
Central Highlands region: Building Buon Ma Thuot into a major center of the South-Central Highlands, and Pleiku into a major center of the North Central Highlands for the development of some digital technology services and products to solve social problems, digital transformation of the region, industrial hardware production, electronics-telecommunications.
Mekong Delta region: Developing Can Tho City into the data industry center of the region, the hub for the development of the IT industry of the region, concentrating on diverse, high-quality IT services and industries focusing on the digital transformation of agriculture and sustainable development, coping with climate change in the region.
