The Ministry of Science and Technology (MOST) is proposing new policies to streamline visa and work permit procedures for foreign experts coming to Vietnam to work in the fields of science, technology, and innovation.
Work Permit Exemption and Simplified Entry Procedures
According to the draft resolution under development, foreign experts coming to Vietnam for less than three months to address complex technical and technological issues or participate in key scientific and innovation projects will not be required to obtain a work permit.
Additionally, these individuals will be exempt from providing documents proving the purpose of entry when applying for a visa, provided they are working in the fields of science, technology, innovation, digital transformation, strategic technology development, or human resource training.
Preferential Visa Policy for Startup Investors
Foreign citizens, experts, advisors, and investors supporting or investing in innovative startups in Vietnam will be eligible for a visa with a maximum validity of two years. They may apply for an extension if they meet one of the following conditions:
- Establishing an innovative startup enterprise in Vietnam.
- Possessing a project, technology, intellectual property, product, service, or new business model.
- Receiving investment commitments from venture capital funds or startup support organizations.
These individuals must also meet specific requirements, including having no criminal record, holding a passport valid for at least two years at the time of application, and demonstrating sufficient financial resources to cover living expenses and business operations during their stay in Vietnam.
Reasons for Policy Adjustments
Currently, the procedures for obtaining work permits and visas remain complex, creating difficulties for foreign experts working in Vietnam on short-term assignments. Additionally, short visa durations hinder investors in the innovative startup sector. This new policy aims to attract foreign talent and investors while fostering the development of science, technology, and innovation, aligning with Resolution No. 57/2024 of the Politburo on the advancement of these fields in Vietnam.
Personal Income Tax Exemption for Science and Technology Personnel
The draft proposal also suggests exempting personal income tax for individuals engaged in scientific and technological tasks, including:
- Salaries and wages paid by innovation and startup organizations.
- Other income related to scientific and technological activities.
