Bac Giang Province has requested relevant departments and agencies to inspect and urge to accelerate the progress of land clearance, develop plans, timelines, assign specific responsibilities to soon put industrial clusters into operation.
On April 11, Vice Chairman of the People's Committee of Bac Giang Province Phan The Tuan chaired a meeting to review the progress of implementing some investment projects in construction and business infrastructure of industrial clusters in the province.
According to the report, in the first quarter of 2024, relevant units of Bac Giang Province and investors of industrial clusters closely followed the investment plans for infrastructure construction of industrial clusters by enterprises as investors, actively implementing work tasks according to the outlined plans.
Departments and agencies also actively guided investors to carry out tasks, regularly monitored, and urged investors to accelerate the investment progress of technical infrastructure construction of industrial clusters; surveyed the topographic maps before detailed planning.
Districts, towns, and cities have also directed, guided, and supported investors in completing legal procedures; actively directed propaganda, mobilized people to carry out compensation work, land clearance. Some investors of industrial clusters have actively coordinated with departments, branches, and local authorities at all levels to carry out legal procedures; organized compensation for land clearance, budget allocation, payment to households...
Currently, Bac Giang Province has 55 industrial clusters, of which 33 projects invested by enterprises as investors are being monitored for progress. Up to now, 8/22 industrial clusters established before 2020 have basically completed land clearance, organized investment in technical infrastructure construction. 6/11 newly established industrial clusters in 2022 have been approved for investment (Dong Son, Tan Soi, Kham Lang, Danh Thang-Doan Bai, Nenh, Ngoc Van) and are in the process of establishing, appraising, and approving detailed planning, and subsequent tasks after the establishment of industrial clusters.
During the discussion at the meeting, some departments, sectors, localities, and investors raised difficulties and proposed appropriate solutions.
According to the Department of Planning and Investment of Bac Giang Province, in the past time, the unit has focused on guiding investors of newly established industrial clusters to carry out procedures for approving investment decisions; currently appraising investment decisions for 6 industrial clusters, providing guidance to investors on related procedures.
The department proposes that investors continue to contact the unit for guidance on procedures, investment sequence, and resolution of difficulties and obstacles within their jurisdiction. In the direction of development and investment attraction, it is necessary to limit the approval of projects with high environmental pollution risks, using a large amount of land, and labor.
After listening to the opinions exchanged, discussed at the conference, Vice Chairman of the People's Committee of Bac Giang Province Phan The Tuan acknowledged the results of the units, localities focused on implementation in the past time. However, the progress of land clearance work has not yet been ensured; there are still some projects difficult to implement due to shortcomings in planning and appraisal...
Therefore, to accelerate the progress of infrastructure construction of industrial clusters invested by enterprises, Vice Chairman of the People's Committee of Bac Giang Province requested the Department of Industry and Trade to continue to inspect, urge localities, investors, and relevant agencies to focus on accelerating the progress of work, while enhancing cooperation to resolve difficulties and obstacles, striving to complete tasks according to the set plan.
The provincial leaders assigned the Department of Transport to coordinate reviewing regulations, advising, and resolving obstacles for investors regarding connecting transportation routes of industrial clusters with national highways.
Districts, towns, and cities focus on land clearance; develop specific plans, timelines, assign responsibilities to each organization, individual; strengthen propaganda, mobilization, and consensus building among the people.
Investors need to accelerate the progress of administrative procedures, construction investment, and promotion of investment attraction according to the set schedule.
