Legal basis of administrative procedures
- Law on foreigner’s entry into, exit from, transit through, and residence in Vietnam (Law No. 47/2014/QH13, dated June 16, 2014).
- Circular No. 04/2015/TT-BCA, dated January 5, 2015 of the Ministry of Public Security, providing for forms related to entry, exit and residence of foreigners in Vietnam
- Circular No. 219/2016/TT-BTC dated 10/11/2016 of the Ministry of Finance regulating collection, payment, management and use of fees and charges in the fields of exit, entry, transit and residence in Vietnam.
Cases in which temporary residence cards are issued
Article 36 of the Law on foreigner’s entry into, exit from, transit through, and residence in Vietnam stipulates cases in which temporary residence cards are issued as follows:
- Foreigners being members of diplomatic missions, consular offices, representative offices of international organizations of the UN, intergovernmental organizations in Vietnam, their spouses, children under 18 years of age, and housemaid that go along during their term of office shall be issued with temporary residence cards with the symbol NG3.
- Foreigners issued with LV1, LV2, ĐT, NN1, NN2, DH, PV1, LĐ, TT visas shall be issued with temporary residence cards with the same symbols.
Meaning of visa symbols in temporary residence card registration for foreigners
- LV1 – Issued to people who come to work with units affiliated to Vietnam’s Communist Party; the National Assembly, the government, Central Committee of Vietnamese Fatherland Front, the People’s Supreme Court, the People’s Supreme Procuracy, State Audit Agency, Ministries, ministerial agencies, Governmental agencies, the People’s Councils, the People’s Committees of provinces.
- LV2 – Issued to people who come to work with socio-political organizations, social organizations, Vietnam Chamber of Commerce and Industry.0
- LS – Issued to foreign lawyers practicing in Vietnam.;
- DT1 - Issued to foreign investors in Vietnam and representatives of foreign organizations investing in Vietnam and contributing capital of VND 100 billion or more or investing in business lines benefitting from investment incentives, in administrative divisions benefitting from investment incentives decided by the Government.
- DT2 - Issued to foreign investors in Vietnam and representatives of foreign organizations investing in Vietnam and contributing capital of VND 50 billion to less than VND 100 billion or investing in business lines benefitting from investment incentives treatment decided by the Government.
- DT3 - Issued to foreign investors in Vietnam and representatives of foreign organizations investing in Vietnam and contributing capital of VND 3 billion to less than VND 50 billion.
- DT4 - Issued to foreign investors in Vietnam and representatives of foreign organizations investing in Vietnam and contributing capital of less than VND 3 billion.”;
- NN1 - Issued to Managers of representative offices or projects of international organizations and foreign non-governmental organizations in Vietnam.
- NN2 - Issued to heads of representative offices, branches of foreign traders, representative offices of other foreign economic, cultural, professional organizations in Vietnam.
- NN3 - Issued to people who come to work with foreign non-governmental organizations, representative offices, branches of foreign traders, representative offices of other foreign economic, cultural, professional organizations in Vietnam.
- DH - Issued to people who come to study or serve internship.
- PV1 - Issued to journalists who have permanent residences in Vietnam.
- PV2 - Issued to journalists who come to work for a short period of time in Vietnam.
- LD1 – Issued to foreigners working in Vietnam and certified of eligibility for work permit exemption, unless otherwise specified by international agreements to which Vietnam is a signatory.”;
- LD2 – Issued to foreigners working in Vietnam requiring work permit.”;
- NG3 - Issued to members of diplomatic missions, consular offices, representative offices of international organizations affiliated to the UN, representative offices of intergovernmental organizations and their spouses, children under 18 years of age, and housemaids during their term of office.
- TT – Issued to foreigners that are spouses or children under 18 years of age of foreigners issued with LV1, LV2, LS, DT1, DT2, DT3, NN1, NN2, DH, PV1, LD1 or LD2 visas or foreigners that are parents, spouses or children of Vietnamese citizens

Procedures for issuance of temporary residence card
Step 1: Preparing and submitting a dossier in accordance with the law.
Article 37 of the Law on foreigner’s entry into, exit from, transit through, and residence in Vietnam stipulates that a dossier includes:
- A written request from the inviting entity;
- A declaration bearing a picture;
- The passport;
- Papers proving the status granted a temporary residence card
Step 2: Officers receiving the dossier shall check the legality and contents of the dossier
- If the dossier is appropriately completed, officers shall receive it, print and hand over a receipt with the date of receiving results.
- If the dossier is not appropriately completed, officers shall guide the applicant to supplement the dossier.
Step 3: Receiving the result
Within 05 working days, the person who comes to receive the result shall present the receipt, the identity card, or passport to the officers handing over the result for examination. If a temporary residence card is issued, the officers will ask that person to pay fees, sign for receipt and hand over the temporary residence card (informing that person of the result in case the temporary residence card is not issued)
The agency that receives dossiers
Foreigners apply for temporary residence cards or representatives submit dossiers at one of the three headquarters of the Immigration Department – Ministry of Public Security:
- 44-46 Tran Phu, Ba Dinh District, Hanoi City.
- 254 Nguyen Trai, District 1, Ho Chi Minh City.
- 7 Tran Quy Cap, Da Nang City.
- Or the Immigration Department of the Police of the province or a centrally run city.
Duration of temporary residence card for foreigners in Vietnam
- The duration of a temporary residence card is at least 30 days shorter than the remaining duration of the passport.
- The duration of a NG3, LV1, LV2, ĐT or DH temporary residence card shall not exceed 05 years.
- The duration of a NN1, NN2, TT temporary residence card shall not exceed 03 years.
- The duration of a LĐ or PV1 temporary residence card shall not exceed 02 years.
- Expired temporary residence cards may be extended.
