An International Driving Permit (IDP) is a driving permit issued by a competent state authority in countries (including administrative regions) that are participants in the Vienna Convention, based on a unified template. The procedures for issuing an International Driving Permit (IDP) are carried out in accordance with Circular No. 29/2015/TT-BGTVT (amended and supplemented by Circular No. 01/2021/TT-BGTVT, Circular No. 05/2023/TT-BGTVT, and Circular No. 05/2024/TT-BGTVT).
Step 1:
An individual applying for an IDP, following the form specified in Appendix X attached to Circular No. 05/2024/TT-BGTVT, must submit the application directly to the Vietnam Road Administration or the Department of Transport. They are required to present the original national driving license issued by Vietnam, their passport, and residence card (for foreigners) for verification of the accuracy and legality of the IDP issuance. The individual must also fulfill the fee payment obligations upon the receipt of the application as per the regulations. If applying via the online public service system, the individual must fill out the form as instructed and be responsible for the accuracy and legality of the information declared, complete the payment through the online fee payment function, and pay additional service fees as per personal needs. If the application is not in accordance with the regulations, the receiving agency is responsible for notifying the applicant, either directly, in writing, or via the online public service system, regarding the required amendments within 2 working days from the date of receipt of the application.
Step 2:
Within 5 working days from the date of receipt of the application, provided it complies with regulations, the Vietnam Road Administration or the Department of Transport will issue the IDP to the individual. If the IDP is not issued, the authority must provide a response stating the reasons. The process includes:
(1) Department of Transport
- Receives the application for the IDP and uses the IDP management information system built by the Vietnam Road Administration to create an electronic file;
- Photocopies the passport and residence card (for foreigners) for verification during the IDP issuance process;
- Checks, updates, and verifies the electronic file in the IDP management information system;
- Verifies the digital signature of the authorized person on the electronic documents related to the IDP;
- Carries out the IDP printing process;
- Inspects the quality of the IDP after printing and synchronizes the data into the IDP management information system of the Vietnam Road Administration as per regulations.
(2) Vietnam Road Administration
- Receives and manages IDP data updated by the Departments of Transport to synchronize with the IDP management information system;
- Updates and operates the IDP management information system in accordance with regulations;
- In cases where it receives an individual’s IDP application, it follows the same procedures as in step (1).
Note:
- If the IDP is lost or damaged, the individual must submit a reissuance application following the same process.
- IDPs will not be issued in the following cases:
+ The national driving license has been altered, damaged, or lacks the necessary information, or there are discrepancies in identification;
+ The national driving license is not issued by a competent authority according to regulations.
- In cases where individuals are found to have committed fraudulent acts to obtain an IDP, altered or falsified information on the issued IDP, in addition to the IDP being revoked by the issuing authority, the individual will also be subject to legal liability and will not be eligible to receive an IDP for 3 years from the date of detection of the violation.
